Parliament Passes Draft Law on RA State Budget for 2020

On December 6, the RA National Assembly continued the work of the regular sittings by voting passing the legislative draft laws debated on the previous day, except the draft law on Amending the Constitutional Law the Rules of the National Assembly authored by Arman Abovyan, which was under voting in the second reading and for completely passing it.

Afterwards the parliament continued the debate of the draft law on the RA State Budget for 2020.

The Deputy Chair of the RA NA Standing Committee on Financial-Credit and Budgetary Affairs Artak Manukyan presented the viewpoint of the Committee. He assessed positive the programme to be implemented, which would promote the development of the economy and the growth of the incomes.

The RA Prime Minister Nikol Pashinyan delivered a speech.

Thanking the participants for the concerned debate, the Prime Minister qualified the draft budget revolutionary and, taking into consideration that on December 7 the anniversary of 1988 Spitak disastrous earthquake would be marked, touched upon the reconstruction works of the disastrous zone. According to him, in 2020, 3bln drams will be allocated for overcoming the problems of Gyumri, particularly the consequences. As a result, a new phase of development will begin in the disastrous zone, and the city will fundamentally get rid of small houses. “In 2020 we will solve all the citizens’ issues towards which the obligation towards the state is de jure recorded,” Nikol Pashinyan underlined.

The Prime Minister also referred to the opposition deputies’ critical speeches. The Head of the executive body underscored that the policy will continue for restoring the military balance in the region.

After the end of the debate with 79 for and 37 against, the chief financial document of the country was adopted.

The debate of the draft law on Amending the RA Law on State Pensions continued in the first reading.

The draft law on Making Addendum to the RA Law on State Duty, presented by the Chairperson of the RA Civil Aviation Committee Tatevik Revazyan, was debated in the second reading. Karen Hambardzumyan presented the endorsement of the RA NA Standing Committee on Economic Affairs.

The draft law on Making Addendum to the RA Criminal Code authored by the deputies Naira Zohrabyan, Vahe Enfiajyan, Shake Isayan and Arman Abovyan was debated in the first reading.

The MPs Naira Zohrabyan, Sergey Atomyan, and the RA Deputy Minister of Justice Srbuhi Galyan presented their proposals on the draft law.

Vladimir Vardanyan presented the viewpoint of the RA NA My Step Faction on the draft law and noted that according to the agreement with the concerned departments debates will be organized. The Faction will vote for it.

The draft law on Amending the RA Law on Bank Secrecy authored by the RA Government, presented by the RA Central Bank Deputy Chairman Nerses Yeritsyan, was debated in the first reading.

The member of the RA NA Standing Committee on Financial-Credit and Budgetary Affairs Vardan Atabekyan has noted that the Committee endorsed the draft law, but many items need to be regulated.

The viewpoint of the RA NA Bright Armenia Faction on the draft law was negative, and the member of the Faction Mane Tandilyan urged her colleagues to vote against the draft law.

The RA Deputy Minister of Defense Gabriel Balayan presented for debate in the first reading the bill on Making Amendments and Addenda to the RA Law the Disciplinary Code of the RA Armed Forces.

The RA NA Standing Committee on Defense and Security endorsed the bill.

The draft law on Making Amendments and Addenda to the RA Law on Compensation of the Damages Caused to the Servicemen’s Life or Health during the RA Defense authored by the RA NA Bright Armenia Faction was debated in the first reading.

The rapporteur Mane Tandilyan, the member of the RA NA Standing Committee on Defense and Security Kristine Poghosyan expressed the viewpoints of the Committees and highlighted the servicemen’s social security.

Gabriel Balayan has informed that the opinion of the Government on the draft law is not positive, as there will be certain difficulties in paying such sums.

Arman Abovyan delivered a speech on behalf of the RA NA Prosperous Armenia Faction and emphasized the adoption of the initiative.

The bills on Making Amendments and Addenda to the RA Code on Administrative Offences, on Making Amendments and Addenda to the RA Law on Road Traffic Security and the presented packages of bills attached to them were debated in the second reading.

The parliament in the first reading debated the bill on Amending the RA Law on Operative-Intelligence Activity authored by the deputies of the RA NA My Step Faction Armen Khachatryan and Sipan Pashinyan.

The member of the RA NA Standing Committee on Defense and Security Tigran Karapetyan presented the endorsement of the Head Committee and called on voting for it.

The debate on the draft law will continue at the NA December 9 sitting.
